The Government of Saskatchewan has appointed seven members to serve on the Panel. Their mandate is to review rate applications submitted by SaskPower, SaskEnergy and Saskatchewan Government Insurance Auto Fund, and provide the government with an objective evaluation of each rate application.
Albert Johnston, Chair

Albert Johnston

Albert was born in Fillmore, Saskatchewan and articled with Touche Ross & Co. in Regina. He obtained his CA designation in 1972 and transferred to the Saskatoon office in 1976 where he became partner in 1982 and continued to practice until 2011. Albert worked in the tax practice initially and later in audit going through the merger with Deloitte. Albert served a wide variety of clients at Deloitte including many private companies; several not-for-profit entities, including the City of Saskatoon, SIAST, Saskatchewan Abilities Council and Saskatchewan Teachers Federation providing tax, accounting and audit services; as well as general financial and business services related to business valuations, mergers and acquisitions, and divestitures and other areas that arise in today’s complex business environment.
Albert has served on a variety of community organizations during his career including President of the Saskatoon Chamber of Commerce, Treasurer of the Saskatoon VON, Treasurer of the Riverside Golf Club, and Treasurer and President of Tennis Saskatchewan. He is currently active in his golf club.
Albert and his wife Marg live in Saskatoon. They have one son who lives with his family in Chicago.
Duane Hayunga, Vice Chair

Duane retired from a 35-year career with SaskTel in 2011, including the last ten years as Director of Operations for the Prince Albert District, responsible for all aspects of operations across the northern half of Saskatchewan. Duane also led the Performance Improvement Initiative that SaskTel implemented in 2009 and 2010 across all operations teams in the province.
Duane has served on the board of the Prince Albert Habitat for Humanity Affiliate for eight years, and served for three years on the Habitat for Humanity Saskatchewan Board. He has also served on the Board at Ranch Erhlo for two years, and on the Board of the Prince Albert Golf and Curling Club for four years, the last two years as Board Chair and President. Duane has served as member of the Rotary Club of Prince Albert serving both on the club executive as well as the Rotary district executive
Duane has two adult sons and daughter in-laws who work and reside in Saskatchewan as well as four grandchildren. Duane currently lives with his wife Christa in Prince Albert.
Bonnie Guillou, Member
Saskatoon

Bonnie Guillou

Bonnie's career in the financial services industry began in 1990 at Nesbitt Thompson Deacon, a predecessor to BMO Nesbitt Burns. She spent the subsequent 15 years managing client money as an Associate Investment Advisor. Since 2005, Bonnie has been the lead advisor of her own team within BMO Nesbitt Burns, and in November 2014, she became Branch Manager of the Saskatoon Office.
Bonnie was born and raised in Rosthern, Saskatchewan and has resided in Saskatoon since 1986.
Glenn Dutchak, Member
Canora

Glenn Dutchak

Glenn has spent the last 28 years in the financial services industry, primarily as a Financial Advisor and a Financial Planner. In 2007, he was awarded the Certified Financial Planner (CFP) designation.
Since 2020, Glenn, together with his wife Carlene operate an IG Wealth Management office in Canora, Sask., providing Financial Planning and Investment advice to clients. Throughout most of his working life, Glenn has been an active volunteer and participant in local community organizations and activities. These include nine years on Town Council and five years on the local Credit Union board. Along the way, he has held numerous positions on local committees and boards including Canora Hockey, Canora Curling Club, Canora Golf Club, Community Planning, Economic Development, Regional Health, Canora & District Chamber of Commerce and Canora Housing Co-operative.
Glenn and his wife Carlene have two adult children, a daughter and her husband and two wonderful grandchildren in Humboldt, and a son in Calgary.
Kim Hartl, Member
Lake Lenore

Kim Hartl

Kim grew up around Lake Lenore, Saskatchewan. She has a Bachelor of Education Degree, and a Hair Dressing, Landscaping, and Interior Decorating Diplomas. Kim also has diplomas and certificates in many other modalities and therapies. She is a strong believer in lifelong learning.
Over the years, Kim has taught many students ranging from ages 3 to 83. She taught playschool, she subbed at many of the local elementary and high schools, and she taught at Carlton Trail College in Humboldt, Saskatchewan, for 10 years. During Kim’s time at Carlton Trail College, she taught several classes for the Office Administration course, for many of the different trade courses, for the Business Course, for the CCA course, and the Landscape class offered by the college. In May of 2018, Kim resigned from Carlton Trail College and started a website and a charity. She is the president of the charity Speaking Through C.R.A.I.G. – Solutions Inc. and the owner of the company, We Are Individuals Inc.
Kim also farms in the Lake Lenore area with her husband, her daughter, and her son-in-law.
Keith Moen, Member
Saskatoon

Keith Moen

Keith Moen has led the NSBA, Saskatoon’s Business Association, as its Executive Director since 2010. Prior to the NSBA, Keith was an entrepreneur; a self-employed journalist and communications professional for 17 years. Among the more notable of his contracts during this time was editor of Saskatchewan Business Magazine.
He began his journalism career as a sports reporter after graduating from the University of Saskatchewan (B.A. English) in 1991. Keith obtained his degree as an adult student while raising a family and working multiple jobs simultaneously to help support his young family and academic pursuits.
Raised on a farm in the Colonsay/Viscount area east of Saskatoon, Keith graduated from and is a proud alumnus of the Athol Murray College of Notre Dame in Wilcox, SK. He has called Saskatoon home since the mid-1980s.
Keith has served and continues to sit on numerous Boards and Committees. Some of the more recent ones include Prairieland Park, Ideas Inc., the President’s Circle at Saskatchewan Polytechnic, and Low’s In Motion, a fundraiser for Parkinson’s Canada – Saskatchewan.
Sid Katzman, Member
Saskatoon

Sid Katzman

Sid Katzman received his BA in history from the University of Saskatchewan, Saskatoon campus. Using experience from his time working in retail sales as a teenager, Sid spent a year in the Arctic first working to help Inuit community retail cooperatives become more profitable and then worked in a similar capacity with the Baker Lake art Centre.
After university, Sid worked for the Canadian Pacific Railway as an operator and later as a rail traffic controller. When CP Rail moved its dispatching office to Winnipeg, Sid stayed in Saskatoon and joined the life insurance industry where he has worked continuously as an independent insurance and investment advisor.
Sid has been involved in numerous community service organizations including: Big Brother from 1985 to 1987, President of B'nai Brith, President of the Saskatoon Progress Men's Club, and Care and Share-Founding Member and President. He served as the secretary of the Saskatoon Liquor and Gaming Commission from 2008-16. He received the Saskatchewan Centennial Medal in 2005 and the Saskatchewan Volunteer Medal in 2010.
Sid has been married to Camie Katzman since 1986 and has two adult children; Samaya (Spouse, Gavin Millikin) and Thomas Katzman. Sid and Camie also have a grandson named Koan!
